WASHINGTON -- The Federal Communications Commission Wednesday upheld the $550,000 fine imposed on CBS for Janet Jackson's 2004 Super Bowl "wardrobe malfunction."

The FCC also announced the resolution of more than 300,000 broadcast indecency complaints, The Hollywood Reporter said.

The regulatory panel ruled episodes of the CBS series, "Without a Trace" and VH1's "The Surreal Life 2" crossed the line of TV decency standards.

At the same time, the FCC denied complaints levied against 28 other TV shows, The Reporter said.

FCC Chairman Kevin Martin released a statement defending the commission's $550,000 fine against CBS for the Super Bowl halftime incident.

"We appropriately reject the argument that CBS continues to make that this material is not indecent," he said. "That argument runs counter to commission precedent and common sense."
