STOCKTON, California – from www.record.net- Heidi Kaeslin, the Lincoln High School special-education teacher fired in February amid an avalanche of allegations she was operating pornographic websites on a school district computer, is contesting her dismissal by Lincoln Unified.

The district, meanwhile, on Wednesday released a graphically detailed 15-page “statement of charges” against Kaeslin in compliance with a California Public Records Act request by The Record.

Among Lincoln Unified’s allegations are that the 36-year-old Kaeslin’s district-issued Apple laptop contained “thousands” of pornographic images and videos; about 75 files “related to adult entertainment and pornography businesses” and websites she and her boyfriend were developing; about 100 photos, mostly of her daughters who are now 2 and 4 years old “in naked and sometimes provocative poses;” a video of a young woman who “could likely have been under the age of 18” engaged in a sex act; a “racist” cartoon that includes Daffy Duck, Bugs Bunny and the use of the N-word; a drawing by Kaeslin mocking special-education students; and nearly 400 images of Kaeslin “in sexual poses, minimally dressed.”

The Lincoln Unified document also says Kaeslin kept in her classroom “a large stack” of model “release” forms to be signed by women willing to expose their breasts for her websites; that she spent “an inordinate amount of time” on a Lincoln Unified cell phone during class time speaking to her boyfriend and business partner, since-retired Stockton Police officer Richard Fields; and that she sometimes would take the district’s laptop home during the school day to work on the pornographic websites.

“Our governing board has forwarded the statement of charges to the California Teaching Commission,” Lincoln Unified Superintendent Tom Uslan said Wednesday in his only comment on the matter. “The teacher has requested a hearing on these charges.”

Kaeslin’s attorney did not return a phone call seeking comment.

On Feb. 29, after receiving a district-created report on Kaeslin’s alleged misconduct, Lincoln Unified’s board voted unanimously to fire her. About one month later, Kaeslin submitted paperwork to the district demanding a hearing on the charges against her.

The hearing, which could be months away, will be held before a three-member panel. One panelist will be a special-education teacher chosen by Lincoln and the second will be a special-education teacher selected by Kaeslin. The third panelist will be an administrative law judge. After the panel issues its ruling, the losing party will have the option to appeal the matter in San Joaquin County Superior Court.

Lincoln’s report says the district was notified of Kaeslin’s activities Oct. 6 by a private investigator working on behalf of her ex-husband. The district quickly placed Kaeslin on paid leave during its own investigation.

The report says she initially lied when asked about some of the allegations against her, but she ultimately admitted to many of them. She also acknowledged, according to the district, that pornography was “probably not an appropriate business venture for a public school teacher.”

Of the photos of her children, the district quotes Kaeslin as saying, “Who doesn’t have pictures of their kids in the bathtub?” But the district says some photos featured the young girls in potentially sexually suggestive poses.

The report says Kaeslin told district investigators the “racist” cartoon was “probably from a text message” from Fields. According to the district, Kaeslin said she was “just joking around” when she drew a picture on her classroom whiteboard of a special-education child face-down in a receptacle marked “worthless trash.” The laptop included a photograph of the drawing, according to the report. “As a special education teacher,” the document says, “such conduct is appalling.”

Lincoln Unified’s document says Kaeslin was fired for multiple violations of California Education Code pertaining to morality, “unfitness for service,” dishonesty and persistent violations of regulations.
