Judge: Have Sex with me…

Racine – A former Town of Raymond municipal judge is in jail awaiting formal charges on allegations that he forced a woman to perform sex acts – some of which were captured on videotape – for room and board, and for access to her prescription medications.

Investigators were reviewing more than 500 videotapes found at the home of Glenn A. Staege, 67, a court document shows.

According to a probable cause statement that was read into a Racine County Circuit Court hearing on Monday, at least one videotape showed the 56-year-old victim having sex with Staege. The tape then shows him handing money and a pill bottle of medication to the woman, according to the probable cause statement.

Also found in the search of his home were bottles of prescription medications, some with the name of the woman, and the names of other people.

Staege was being held Monday afternoon in the Racine County Jail on a $255,000 bond after the probable cause hearing. A judge gave the Racine County district attorney’s office until 1:30 p.m. Wednesday to issue formal charges. Staege was arrested Friday.

Racine County District Attorney Michael Nieskes said his office asked for more time before filing formal charges because of the extent of the evidence uncovered in a search of Staege’s property.

“Normally, we would be filing a criminal complaint, but because the investigation is somewhat complicated, there is a lot of evidence we need to go through before we can do that,” Nieskes said.

Nieskes added that these are only allegations against Staege.

“You are presumed innocent until you are found guilty,” he added.

According to the probable cause statement:

The woman and her boyfriend were homeless, and Staege was allowing them to live in a battered van on his property. The van had an electric heater inside, a TV, and there was a power strip in the van, and cords running from an adjacent barn.

In exchange for staying there, the woman said, she had to do work on the farm, which included bookkeeping, cleaning and whatever else Staege asked her to do. As a condition of living on the property, she stated, she was required to sign a contract that mandated that she turn over all her prescription drugs to Staege to be distributed by him. She had been prescribed Percocet, Valium, Toprol, Lisinopril, Prilosec and Ambien.

The woman stated that Staege would not give her medication, food, soda or cigarettes unless she performed various sex acts.

The first sexual incident occurred Aug. 29, 2006.

In her 1 ½ month stay on his property, she said, she had 18 encounters with him.

Officers executed a search warrant at Staege’s residence and recovered in excess of 500 videotapes.

In addition to medications that appeared to belong to the woman, officers also located a large quantity of medications in Staege’s room that belonged to people who were no longer living on the Staege property.

The probable cause statement also indicates there were eight other people living on the Staege property at the time the search warrant was issued.

Staege was an Oak Creek teacher in the 1960s and 1970s and was elected municipal judge for Raymond in 1984, 1985, 1989 and 1995. He ran unsuccessfully for town supervisor and town clerk.

For several years, Staege has battled town and Racine County officials for debris and junk on his property on Eight Mile Road.

In 2001, Staege was found guilty of a misdemeanor for fraud in obtaining prescription drugs, state court records showed.
