Kansas City- A federal judge this afternoon sentenced a man to nearly 22 years in prison for taking a 14-year-old girl to Erotic City and arranging for men to sexually abuse her.
U.S. District Chief Judge Kathryn H. Vratil also ordered Jesse Franklin Herd III, 36, to spend the rest of his life on supervised release after he finishes serving his prison term.
He was also ordered to pay $14,440 in restitution to cover counseling for his victim.
Herd of Kansas City, Kan., pleaded guilty last month to taking his victim across state lines to engage in prostitution and other criminal sexual activities.
Herd admitted in his plea that he took her to the adult entertainment shop Erotic City and elsewhere, where he arranged for men to engage in sexual activities with her.
Herd originally had pleaded guilty to the charge in November under an agreement where prosecutors would recommend an 18-year prison sentence.
That plea captured the attention of the Jackson County Legislature, which passed an ordinance that placed new restrictions on adult entertainment businesses.
Vratil, however, rejected that recommendation in February, saying the length of prison time was insufficient. Herd was allowed to withdraw his plea.
He pleaded guilty again last month under a new agreement where prosecutors would recommend nearly 22 years in prison.
The sexual abuse started in July 2004 when Herd drove around with the victim looking for men to have sex with her. The sexual abuse continued until July 23, 2006.
