Like what’s the county going to do about regulating Erotic City?
Erotic City, 8401 Truman Road in Blue Summit – in unincorporated Jackson County – offers adult entertainment ranging from erotic literature, video booths and nude female dancers.
The business was hoisted into the limelight earlier this month when a Wyandotte County, Kan., man, Jesse Franklin Herd III, pleaded guilty in federal court to transporting a female minor across state lines to have sex with her. Court papers state he took the girl, whom he passed off as his 18-year-old girlfriend, to the business to have sex in video booths and with men in an “orgy” room.
Rhonda Boone, manager of Erotic City, could not be reached for comment. Erotic City was never charged with any crime.
County Counselor Mark Jones assured legislators these allegations were being investigated and the county has plans to submit an ordinance that will regulate the use of video booths in adult entertainment businesses.
He said the county will first research similar ordinances that already exist in area cities.
In 1992, the county passed an ordinance regulating the use of video booths in adult entertainment businesses. However, the federal court ruled the ordinance was unconstitutional.
Jackson County Executive Mike Sanders said, following the meeting Monday, the court found it to be a violation of First Amendment rights.
Hence, Erotic City has been “virtually unregulated” because it’s in unincorporated Jackson County, he said.
“The conduct was shocking but that there are no regulations was doubly shocking,” he said. “We want to minimize the chances of this happening again. We’re looking at different municipalities that successfully regulate these types of businesses so we don’t have to reinvent the wheel; let’s look at what has passed Constitutional muster before.”
