from www.sheboyganpress.com – A 32-year-old man was charged Tuesday for allegedly forcing a woman to perform oral sex on him outside a Sheboygan bar.

Arthur W. Simmons III struck the woman and threatened further violence if she did not do as he demanded, according to a criminal complaint. The incident took place about 12:30 a.m. New Year’s Day outside Rehab Bar, 1450 S. Eighth St.

Simmons, who lists a permanent address in Riverdale, Ill., is charged with felony second-degree sexual assault, which carries a maximum penalty of 25 years in prison.

According to the complaint:

The woman said she had been at the bar about two hours when she was approached by Simmons, whom she knew from a local temporary employment agency. Simmons asked her for a ride home, and the two then went out to her car together.

The woman said Simmons asked to use her cell phone, which he put in his pocket. He then grabbed her head and forced it into his lap, where he had exposed himself.

Simmons struck the woman in the head and said she would be sorry if she didn’t perform the sex act. The woman complied, and Simmons then pulled her out of the car and back into the bar.

The woman demanded her phone back, and she left the bar after telling several men there that Simmons was holding her against her will. The men prevented Simmons from grabbing the woman as she left.
