CAMARILLO, Calif. — from www.vcstar.com – The Camarilo City Council passed a 45-day moratorium on production of all adult rated films, including special event permits and conditional use permits, after receiving several film requests.

The unanimous decision was reached during a special meeting of the city council Wednesday night. Officials did not disclose the number of permits recently requested but called it “unusual activity” for the city, Camarillo Assistant City Attorney Don Davis said. The requests called for establishing an adult film studio and other short-term filming, according to officials.

“It gives us a chance to study it so we can craft certain regulations,” Davis said.

“The ordinance is not regulatory, it is simply a prohibition on establishing new uses.” Officials believe the increase in requests may be stemming from the passage of Measure B last year requiring condom use during porno filming and other regulations within cities throughout Los Angeles County and Simi Valley. Officials fear the adoption of such ordinances may drive the adult film industry to look at other jurisdictions with fewer regulations.

The city of Camarillo allows film studios to film within certain zones. The city however, may impose conditions on temporary filming activities that require a film permit, but those conditions are not clearly defined, officials said.

Davis said an urgency ordinance is needed to protect the public health, safety and welfare of the community. Urgency ordinances require a four-fifths vote to pass and are effective immediately. The council is expected to approve the new ordinance in a few weeks.

Councilman Mike Morgan [pictured] said the San Fernando Valley has been a “stronghold” for pornographic movies and literature.

“Now that they’ve put some restrictions on them that inhibit them, they’re trying to move out of there,” Morgan said. “We don’t want them to migrate to our area.”
